A conflict with China in 2027 left them as the only country that has so far withstood the empire's attempt to assimilate them, thanks to their own militant mutants and a sizable American investment of both money and mercenary mutant support.

Mafia groups are largely run by mutants and are highly interested in gaining more as members. They often go to extremes to locate and acquire those with useful skills, whether they are interested or not. With the addition of mutants, mafia control and violence has escalated substantially.
